What we should and shouldn't expect from Ireland's Covid-19 review

Published in RTÉ Brainstorm, this article argues that Ireland’s Covid-19 review should be a forward-looking, expert-led process focused on learning rather than a politicised search for blame. While Ireland’s pandemic response raises important questions about decision-making, administrative adaptability, public trust, the proportionality of restrictions, and their wider social and economic consequences, the review’s primary purpose should be to identify the structural lessons needed for future crises. Drawing on European comparisons, the article contends that the panel should produce practical recommendations to strengthen Ireland’s resilience and preparedness, while issues of individual accountability, subpoena powers, and justice for bereaved families should be addressed through separate parliamentary or judicial mechanisms. This clear division of roles would help prevent the review from becoming trapped in political conflict and enable it to make a meaningful contribution to future public policy.
